1. "Must" is use when the speaker feels the necessity about a situation for someone. It will be clear through practical example.
E.g. You must buy your ticket before starting your journey.
In this example speaker is addressing to someone you need to purchase a ticket before starting journey otherwise you will face problem during journey to destination. So it means speaker is expressing necessity for someone about the situation and apprising before happening a problem.
"Have to" addressing a situation where speaker feels the necessity and revealing with others. Again make it clear by example.
E.g. I have to buy the ticket before get on train.
This example is conveying the message about compulsion regarding a situation which felt by speaker. And exposing with his colleagues, I need to prepare myself before get on the train such as to purchase the ticket.
2. "Must" is use to order someone to do something.
E.g. You must fill the form. (order)
In this example ,someone is giving an order to someone to do something such fill the form. It means the one can give the order with the help of "must".
"Have to" as a way of telling to people that what is obligatory in the situation.
